Low Magic
Low magic does not imply no magic. Magic is extremely rare, and most are distrustful of any higher level magic as potentially tainted. Most people have never seen non-cantrip spells cast.
The table below indicates how common various types of casters are in the cities of the homelands.

Cantrips | 1 in 100 people and all elves. |
Chanter/Paladin | 1 or 2 per 1000 people. More common among the Faithful. Almost everyone has interacted with one. |
Ranger/Warden | 1 or 2 per 1000 people. More in regions that practice Animism . Almost everyone has interacted with one. |
Meldshaper/Soulborn | 1 or 2 per 1000 people. More in regions that practice Ancestor worship. Almost everyone has interacted with one. |
Pychic/Divine Mind/Soulknife | 1 or 2 per 10,000 people. Almost everyone has seen one perform in a parade. |
Hexblade/Spellthief | 1 or 2 per 50,000 people. Looked at suspiciously, most people tell exaggerated stories about potentially encountering them. |
Healer | 1 per 50,000 people. Most large cities have at least one healer. Most people have never met one, but nearly everyone can tell you where the closest lives. |
Arcanist | 1 per 100,000 people. Often a specialist in an army. Most people will never see one in their lives. |
